Patricia H. Mueller, Ed.D.
Dr. Mueller is President and founder of Evergreen Educational Consulting L.L.C., a sole member, small business specializing in evaluation of special education programs. She serves as the Principal Evaluator and/or Project Manager for projects and evaluations. She has extensive experience in evaluating education initiatives to include Regional Resource Centers, State Improvement Grants/State Personnel Development Grants (SIG/SPDG) and General Supervision Enhancement Grants (GSEGs).
Dr. Mueller served as the lead evaluator for VT’s SIG II and is currently the lead evaluator on NH’s SIG/SPDGs II and III and is Co-Coordinator for VT’s SIG III. She has been the internal evaluator for the Northeast Regional Resource Center since 1999. Most recently, she assisted VT and NH in writing their current awarded proposals for the SIG III competition. Policy and profession development areas of interest include personnel preparation for general and special educators, response-to-intervention strategies, issues related to least restrictive environment and vocational programming.
David J. Merves, MBA
Mr. Merves is an EEC Research Associate, is EEC’s Business Manager and holds an MBA in Operations Research/Statistics. He has recently been accepted to the Claremont Graduate University Certificate of Study Program in Evaluation, with anticipated completion in December 2008. Mr. Merves participates in project data collection, analysis and reporting. His extensive business background includes statistics, survey development-implementation-analysis, professional development and quality circles for both employees and customers. He also provides administrative support for projects.
Holden Lewis, BS
Mr. Lewis is a recent graduate of Boston University with extensive experience in developing state-of-the-art communications to include graphic and web design, online programming and display of information. He is proficient in Spanish and Japanese. He utilizes Adobe Creative Suite 3: Dreamweaver, Photoshop, Illustrator and Flash.

EEC employs research associates and evaluators on an ongoing basis. In addition, program consultants are employed to augment capacity, depending on the scope, size and content of the project. EEC consultants’ skills and knowledge are matched with the needs and expectations of the client.
